Towards the end of the
first quarter of 1870, no new issues of postage stamps had yet been received
from Spain. To help overcome this
shortage, it was decided to overprint stocks of the 1-real stamps of 1863
with the legend "HABILITADO POR LA NACION", mainly to serve on
foreign mail, replacing the now-exhausted 12-4/8 centimos de peso fuerte
value of 1868.

STAMP
ISSUES OF 1863 OVERPRINTED "HABILITADO POR LA NACION"
1-real grey green issue of February and March 1863. It is believed
that 75 or 76 sheets were overprinted, (3,750 or 3,800 stamps). (Scott #33; SG #35; Edifil #20K)

1-real green and emerald green issues of October 1863. (Scott #34; SG #36; Edifil #20L)
Notes: Authorities tend to
disagree with the actual first day of sale for this issue, as follows:
1) 1869 - Lopez, (1890).
2) April 12, 1870 - Hanciau, (1905) and
Palmer, (1912).
3) September 6, 1970 - Mencarini, (1896)
and Bartels, (1904). That is the date of a Royal Decree acknowledging receipt
of the notification, dated April 12, 1870, which confirms the
issue and use of the surcharge until the arrival of new supplies from Spain.
