Further shortages created the necessity to re-validate the remaining stocks of stamps at hand, by overprinting them "HABILITADO POR LA NACION" in black.

 

STAMP ISSUES OF 1859 OVERPRINTED "HABILITADO POR LA NACION"

5-cuartos vermilion issue of January 1, 1859. No catalogue lists this stamp. Palmer, (1912), makes mention of this issue, stating "while no copies of the 5-cuartos of 1859 with the surcharge are known, a German philatelist of Manila informed me that he had seen and sold a few such copies".

In an article by Don Peterson, he indicates that he has purchased a used copy of the 5-cuartos stamp, which appears genuine, tied with a black fiscal cancel. Peterson further states that "it seems logical that some remaining stocks of the 1859, 5-cuartos issue could have been overprinted. The discovery of this overprinted stamp indicates that an unknown, but small number were overprinted, probably in 1873 or 1874".

January 1, 1859. Since the original stamps were issued in blocks of four varieties in the sheet, overprints exist on each of these. (Scott #28; SG #53; Edifil #20F)
