In the Philippines, the current stamp issues continued in everyday use, except for shortages of certain values which made surcharging necessary whilst awaiting the arrival of new stocks of these values from Spain.

 

STAMP ISSUE OF 1862 OVERPRINTED "HABILITADO POR LA NACION"

5-cuartos red issue of August 1862. It is believed that 10 sheets, (1,280 stamps), were overprinted and re-valued to pre-pay the single weight interior postal rate. (Scott #29; SG #51; Edifil #20G)
