In early 1872, five obsolete values were overprinted "HABILITADO POR LA N ACION" in black and issued. By that time, the first printing of the 1871 issue was sold out, and new supplies from Spain were not available. Therefore, the authorities were once again forced to seek recourse to this measure, surcharging the remaining stocks of stamps at hand, and re-validating them for postal use.

STAMP ISSUES OF 1863 OVERPRINTED "HABILITADO POR LA NACION"

5-cuartos vermilion issue of January 1863. It is noteworthy that the Decree authorising the use of these surcharges states that the 5-cuartos are to be used for the Interior postal rate of 4-cuartos, without change in designation of value, (with the conversion rate, 5-centimos de Escudo equates to 4-cuartos). 1-real reddish-violet issue of January 1863. It is believed that 5 sheets, (640 stamps), were overprinted. (Scott #31; SG #42; Edifil #20I)

2-reales dull blue issue of January 1863. (Scott #32; SG #43; Edifil #20J)
