In early 1872, five
obsolete values were overprinted "HABILITADO POR LA N ACION" in
black and issued. By that time, the first printing of the 1871 issue was sold
out, and new supplies from
1-real green issue of 2-reales carmine issue of
STAMP ISSUES OF 1863 OVERPRINTED
"HABILITADO POR LA NACION" 5-cuartos vermilion issue of January 1863.
It is noteworthy that the Decree authorising the use of these surcharges
states that the 5-cuartos are to be used for the Interior postal rate of
4-cuartos, without change in designation of value, (with the conversion rate,
5-centimos de Escudo equates to 4-cuartos). (Scott #30; SG #41; Edifil #20H) 1-real reddish-violet issue of January 1863.
It is believed that 5 sheets, (640 stamps), were overprinted. (Scott #31; SG #42; Edifil #20I) 2-reales dull blue issue of January 1863.
